As Director\, Elin leads a growing OPP team that provides direct outreach and education to the public to facilitate greater understanding of Commission processes and support broader participation in matters before the Commission. OPP serves as a liaison for environmental justice communities\, Tribal members\, landowners\, consumer advocates\, and other historically underrepresented stakeholders\, and responds to inquiries and requests for administrative and technical assistance from members of the public. \nElin previously served as Consumer Counsel for the State of Connecticut\, as well as President of the National Association of State Utility Consumer Advocates. She was also the VP of Utilities for Tilson\, a technology company that builds telecommunications infrastructure\, including broadband and 5G technology. Kyte is the first woman to lead the United States’ oldest graduate-only school of international affairs\, which attracts students from all corners of the world and at all stages of their careers. \nPrior to joining Fletcher\, Kyte served as special representative of the UN secretary-general and chief executive officer of Sustainable Energy for All (SEforALL). She previously was the World Bank Group vice president and special envoy for climate change\, leading the run-up to the Paris Agreement. She was also vice president at the International Finance Corporation responsible for ESG risk and business advisory services. \nIn her UN role and as CEO of SEforAll\, a public-private platform created by the UN and World Bank\, Kyte led efforts to promote and finance clean\, reliable and affordable energy as part of the U.N .Sustainable Development Goals. She served as co-chair of UN Energy. \nIn the 2020 UK New Year Honours\, Rachel was appointed as CMG for her services to sustainable energy and combating climate change. \nKyte is a member of the U.N. secretary-general’s high-level advisory group on climate action and an advisor to the UK presidency of the UN climate talks. Kyte is co-chair of the Voluntary Carbon Markets Integrity Initiative (VCMI)\, and chair of the FONERWA\, the Rwanda Green Fund. She serves on the boards of the Private Infrastructure Development Group (PIDG)\, the Climate Policy Institute and CDP. She advises investors\, governments\, and not-for-profits on climate\, energy\, and finance for sustainable development. \nA British citizen\, Kyte earned degrees from University of London and the Fletcher School. She is a regular contributor on global media. Girl Power!” \n\n	\n\n\n	\n\n\n			\n						Read Meg's Bio		\n	\n	\n		Meg Lusardi is Executive Vice President of PowerOptions\, a nonprofit energy consortium dedicated to providing solutions to the energy needs of nonprofits and the public sector. She is responsible for overseeing all general operations including the electricity and natural gas programs\, human resources\, finance\, and administration\, as well as leading the new product area of sustainability advisory. Meg is entrusted with the relationships of PowerOptions’ largest non-profit\, municipality\, and state agency Members who depend on her for their overall energy planning and procurement. She is also responsible for PowerOptions significant expansion into Rhode Island and Connecticut. \nPrior to joining PowerOptions\, Meg served as Acting Commissioner at the Massachusetts Department of Energy Resources (DOER)\, overseeing the development and implementation of state energy policies and programs related to energy efficiency\, renewable energy\, and energy markets. During her tenure as Commissioner\, she served as the Administration’s lead on a study addressing the natural gas pipeline capacity serving Massachusetts. Prior to becoming the Commissioner\, Meg was the initial architect\, implementer\, and eventual leader of DOER’s Green Communities Division\, a first-in-the-nation program serving Massachusetts municipalities on all their energy issues\, helping them to save energy and reduce costs. Her efforts included developing and launching the landmark Green Communities Designation and Grant program. In addition\, as Division Director\, she oversaw the deployment of more than $60M in American Recovery and Reinvestment Act funding to more than 300 clean energy projects across Massachusetts. \nMeg’s 30-plus-year career has been built on a vision of what is possible and an understanding of how to make it happen. After earning a Bachelor’s degree in mechanical engineering from the University of Notre Dame\, she worked for nearly a decade as a project manager at the US Nuclear Regulatory Commission\, and at the consulting firm Booz-Allen and Hamilton. Meg also served as Chief Operating Officer of Project Hope in Dorchester\, Massachusetts\, a nonprofit serving homeless and low-income families. \nMeg lives in Jamaica Plain with her rescue dog\, Chickee. Governor Ned Lamont nominated Gillett to begin serving on the three member regulatory authority on April 26\, 2019\, and her appointment was confirmed by both the House of Representatives and State Senate in the 2019 session of the Connecticut General Assembly. \nGillett serves as one of Connecticut’s representatives on the Board of Directors of the Regional Greenhouse Gas Initiative\, Inc. (RGGI). \nPrior to her appointment\, Gillett was the Vice President of External Relations for the Energy Storage Association – the national trade association representing the energy storage industry. In that role\, Gillett served on the association’s executive team\, contributing to the organization’s overall strategic vision and direction\, as well as providing leadership of the research\, educational programming and events\, marketing\, and communications teams. \nFrom 2011 to 2018\, Gillett worked at the Maryland Public Service Commission\, an independent agency within the Maryland state government that regulates public utilities\, where she most recently served as the senior advisor to the chairman. Her duties included a number of matters on energy issues in the state\, such as advising the agency’s chairman and other commissioners on technical\, legal and policy matters related to offshore wind procurement\, statewide energy efficiency programs\, advanced metering infrastructure\, grid reliability issues and electric vehicles. In her current role\, she serves as a project manager and manages the eight mechanical and electrical engineers within her team. Keirstan worked as an engineer and project manager for a utility company before coming to Petersen. Since joining Petersen\, she has worked on a wide variety of projects\, including assisted living\, multifamily\, mixed-use commercial/residential (including commercial kitchen work)\, institutional projects\, and tenant fit-outs. As Director and later Assistant Secretary\, Theoharides guided the development and implementation of the Administration’s efforts to safeguard Massachusetts from the impacts of climate change\, support cities and towns\, and coordinate efforts across state government to reduce emissions and adapt to the impacts of climate change. She worked to implement Executive Order 569\, led the development of the State Hazard Mitigation and Climate Adaptation Plan and created the Municipal Vulnerability Preparedness program\, working to grow the program to reach 50 percent of cities and towns in the Commonwealth in less than 3 years. Theoharides was promoted to Undersecretary in 2019\, and continued to lead the Commonwealth’s efforts on climate change\, including working to strengthen regional and national coalitions focused on bipartisan state climate leadership including the United States Climate Alliance and the Transportation Climate Initiative. \nTrained as a field biologist\, Theoharides began her policy career working in Washington\, D.C. at the National Sustainable Agriculture Coalition and Defenders of Wildlife. During her time in DC\, Theoharides worked on the federal farm bill and conservation policy\, and helped establish a national program that partnered with federal and state agencies to incorporate climate change adaptation into policy\, budgets\, and planning. After returning to Massachusetts\, Theoharides served as the Executive Director of the Hilltown Land Trust\, and founded Theoharides Consulting which provided climate and environmental policy analysis\, strategic planning\, and facilitation to universities\, government agencies and non-profits. \nTheoharides received a B.A. in Ecology and Evolutionary Biology from Dartmouth College and Masters of Science in Ecology and Environmental Biology from University of Massachusetts-Boston. The Bureau is responsible for implementing a variety of programs to achieve clean air and assure radiation safety across Connecticut. Previously she spent two years as director of the energy markets program at Energy Foundation. Prior to her time at Energy Foundation and Goodgrid\, Commissioner Clements worked for a decade at Natural Resources Defense Council in New York\, NY\, as the organization’s corporate counsel and then as director of the Sustainable FERC Project. Before that\, Commissioner Clements spent several years in private legal practice\, with the energy regulatory group at Troutman Sanders LLP (now Troutman Pepper) and then with the project finance and infrastructure group at Chadbourne & Parke LLP (now Norton Rose Fulbright). \nCommissioner Clements has served as a federal energy expert in several capacities\, including as a member of a National Academies of Sciences committee on grid resilience\, as co-chair of the Bipartisan Policy Center’s electric grid initiative\, and as a clinical visiting lecturer at Yale Law School. \nCommissioner Clements grew up in Dayton\, Ohio. LaFleur is an Adjunct Senior Research Scholar at the Columbia University Center on Global Energy Policy\, focusing primarily on the adaptation of the electric and natural gas sectors to the challenges of climate change. LaFleur also serves on the Board of Directors of ISO New England\, and on the advisory boards of the National Renewal Energy Laboratory\, the Andlinger Center for Energy and the Environmental at Princeton University\, and the Beth Israel Deaconess Medical Center. \nPreviously\, LaFleur was one of the longest-serving commissioners on the Federal Energy Regulatory Commission (FERC)\, nominated by President Obama in 2010 and serving until 2019. She served as Chairman from 2014-15 and as Acting Chairman from 2013-14 and during 2017. During a decade of change in the nation’s energy industry\, power supply\, and political leadership\, she helped FERC respond to challenges and opportunities across the electric\, natural gas\, and oil sectors. \nPrior to joining FERC\, LaFleur had more than 20 years’ experience as a leader in the electric and natural gas industry\, including as executive vice president and acting CEO of National Grid USA. She also serves as a technical spokesperson for the Toyota Mirai and has been in numerous publications including Car and Driver and the Wall Street Journal.  \nPrior to joining Toyota in 2012 Birdsall held several roles in the automotive industry. She has over seventeen years of experience in hydrogen\, including a thirteen‐month assignment at the Toyota Motor Corporation Global Headquarters in Japan working on the 2021 Toyota Mirai.  \nIn addition to her activities in hydrogen\, Birdsall takes personal interest in promoting STEM learning and diversity within the industry. Social marketing provides a road map to success. \nSocial Marketing is a distinct marketing discipline\, focused on behavior change for social good — ones that will improve health\, prevent injuries\, protect the environment\, contribute to communities and enhance financial wellbeing. Fundamental principles at the core of this practice have been used to help reduce tobacco use\, decrease infant mortality\, stop the spread of HIV/AIDS\, make wearing bike helmets a social norm\, and decrease littering. \nJoin us on August 17 for a discussion with globally recognized social marketing expert Nancy R. Rubenstein Fellow\nMetropolitan Policy Program\, Brookings \n\n	\n\n\n	\n\n\n			\n						Read Annelies' Bio		\n	\n	\n		Annelies Goger\, Ph.D. is an economic geographer focused on developing innovative policy solutions to address rising inequality and increase access to economic opportunity. Dr. Goger’s recent work investigates how the COVID-19 pandemic has affected the hospitality industry in the U.S.\, how to fix the unemployment insurance safety net\, and how to increase access to quality jobs and investments in talent to foster ongoing learning and innovation. She is an expert in U.S. workforce development policy\, global supply chains\, and inclusive economic development. Dr. Goger’s work has been prominently featured in CNN\, NPR\, Washington Monthly\, the Hill\, and a number of local outlets and podcasts. \nDr. Goger’s work has challenged the dominant “skills gap” narrative\, arguing that building stronger education and labor market institutions and making long-term investments in talent development are the key to unleashing regional innovation and addressing racial and gender inequities in the labor market. Her vision is to build an education and training ecosystem with multiple paths to a quality job that is designed around the needs of a diverse set of learners\, workers\, and employers. Dr. Goger has outlined state policy frameworks to scale earn-and-learn opportunities such as apprenticeship and other forms of employer-based training. \nDr. Goger’s current research focuses on digital transformation in labor and education data systems\, the employer role in talent development\, state credentialing policies that recognize diverse forms of learning\, and closing the opportunity gap for displaced hospitality workers and returning citizens. She is a member of the Better Employment and Training Strategies task force\, a coalition of more than 40 workforce experts and practitioners that focuses on modernizing America’s outdated and inequitable workforce policies. \nBefore coming to Brookings\, Dr. Goger spent more than 10 years conducting field research to evaluate American workforce development and food security programs at Social Policy Research Associates and IMPAQ International. Her doctoral research focused on the links between global supply chains\, ethical trade initiatives\, production processes\, and inclusive growth. Dr. Goger was a Fulbright scholar in Sri Lanka and Social Science Research Council Fellow. In this newly-created post\, Natalie\, based in New York\, will partner with senior executives across the business and HR to build and deliver on National Grid’s internal and external Inclusion and Diversity strategy. \nShe was most recently Global Executive Director of Inclusion and Diversity at The Estee Lauder Companies\, where since 2018 she has led all I&D strategy and operations for brands such as Aveda\, MAC Cosmetics\, Jo Malone London\, Clinique\, and Bobbi Brown\, across 150 countries. \nNatalie holds a degree in finance from Howard University and an MBA with a concentration in Business Analytics from The Wharton School at the University of Pennsylvania. \nHer earlier career experience has involved being part of the Dean’s Diversity and Inclusion Taskforce at the Wharton School\, University of Pennsylvania where Natalie orchestrated and executed the institution’s first ever diversity strategy.
