Kallman is a Democrat representing District 15 (Pawtucket\, Providence) in the Rhode Island Senate. \nShe served two terms on the Pawtucket City Council prior to being elected to the Senate in November 2020. During her time in the General Assembly\, Sen. Kallman has advanced legislation related to housing\, climate action\, transportation and other issues. \nIn 2023\, she sponsored two major new laws to address the state’s housing crisis. One will facilitate the conversion of empty buildings like mills and schools into housing. Another provides funding to support transit-oriented development\, the creation of mixed-use\, mixed-income housing around transit hubs. Given the number of old mill buildings in Pawtucket and Providence and the communities proximity to transit stations\, both cities are well positioned to take advantage of these laws to provide more housing. \nSen. Kallman also sponsored laws in 2023 to make birth control more available by allowing trained pharmacists to prescribe hormonal contraceptives and support workers by toughening penalties on wage theft and helped secure funding to keep the R-Line (RIPTA’s busiest bus route) free for all riders. She cosponsored the Equality in Abortion Coverage Act and a bill to expand solar development while protecting forests and rate payers. She was also honored as a 2023 Environmental Champion by Clean Water Action for her work protecting the environment. \nShe was the Senate sponsor of the Fair Housing Practices Act\, which bars housing discrimination against renters based on their source of income\, as well as a provision in the state budget creating Rhode Island’s first-ever permanent revenue stream to support affordable housing. She also sponsored legislation barring housing discrimination based on gender identity or expression. \nShe sponsored an amendment to the Rhode Island Whistle Blowers Protection Act to prohibit employers from reporting or threatening to report an employee’s immigration status for whistle-blowing. She introduced a successful resolution creating a study of how to reduce the number of women incarcerated in Rhode Island and proposed a bill that would make transportation on RIPTA buses free for all Rhode Islanders. \nSen. Kallman received the 2021 Pacesetter Award from the Women Legislators’ Lobby\, or WILL\, a program of Women’s Action for New Directions (WAND). She was among seven Pacesetters\, women state legislators nationwide who are leading the way in redirecting much-needed federal funds back to their constituents. \nSen. Kallman was born on Nov. 18\, 1983. She earned a Bachelor’s Degree from Smith College and went on to earn a Master’s Degree from the University of Chicago and a Doctorate from Brown University. She is a professor at the University of Massachusetts\, Boston. \nShe previously served on the State Housing Appeals Board\, the Pawtucket Juvenile Hearing Board and as a fellow with the Women’s Police Institute. She is a community organizer and founder of Crash Pawtucket\, a local business showcase. She is also the Environmental Representative on the RI Energy Efficiency and Resource Management Council. \nSue also currently represents Ward 3 on the Providence City Council\, and serves as Deputy Majority Whip. She chairs the Special Committee on the Environment and Resiliency and the North Main Task Force\, and is a member of the Finance Committee\, Parks Commission\, Public Property Committee\, and HOPE Committee. \nSue’s background is in policy and strategy related to climate\, clean energy\, and sustainable food systems. Prior to joining the Conservancy\, Sue served as Rhode Island’s first Director of Food Strategy under former Governor Gina Raimondo\, where she crafted and implemented Rhode Island’s first state-wide food systems strategy Relish Rhody. An expert and award-winning meteorologist with more than 25 years of experience\, 20 of them reporting weather in the Boston market\, Cindy has been helping people start their day as StormTeam 5’s EyeOpener and Midday meteorologist for nearly a decade. \nCindy is also the principal meteorologist for WCVB’s “Forecasting Our Future” special ongoing coverage. This important initiative\, launched by WCVB parent company Hearst Television\, addresses issues Americans face in navigating changing weather patterns and their impact on local communities and economies. \nPrior to joining WCVB in 2013\, Cindy was delivering her morning forecast at Boston’s WFXT. Before that\, she spent time learning tropical meteorology at WBBH in Fort Myers\, Florida and forecasting snowstorms at WPTZ\, the Hearst NBC affiliate in Burlington\, Vermont. Cindy started her meteorology career at KXMB in Bismarck\, North Dakota. \nCindy has been nominated for several National Academy of Television Arts and Sciences (NATAS) Boston/New England Emmy® awards\, most recently in 2021\, and won the regional Emmy award in 2017 for outstanding achievement in weather broadcasting. Cindy has also won an Associated Press award for “Best Weathercast.” \nA native New Englander\, raised near Portland\, Maine\, Cindy earned her Bachelor of Science degree in Meteorology from Lyndon State College in Vermont. Cindy is a member of both the American Meteorological Society (AMS) and the National Weather Association. She has been awarded the AMS Seal of Approval for Television. Cindy has also made guest appearances on ABC News filling in on World News Tonight and Good Morning America. \nCindy is involved with and devotes her time to organizations that promote science education\, particularly young girls\, including the Discovery Museum “Smart Gals” Program\, the Jr. Sci-Tech Girl STEM Expo\, and the Science Club for Girls. Cindy repeatedly donates her time to help raise money for local organizations to fight ALS (Lou Gehrig’s disease) and MS (multiple sclerosis) and has become an ambassador in spreading awareness about Batten Disease. She makes frequent “Weather Visits” to schools across the area and has educated thousands of students about the weather over the years. \nCindy is active in the Natick community where she lives with her husband and two boys. As YEE’s Public Information Officer\, Ruth developed strategic communication platforms to design and market workforce programs to young adults and led the enhancement of the City of Boston Youth Jobs and Resource Fair\, where she worked to double the participation of young adults to over 4\,500.In 2020\, Ruth transitioned to Eversource Energy\, where she spearheaded energy efficiency initiatives for low-and-moderate-income communities and focused on expanding program access to servicing environmental justice communities. She was appointed to this position by Governor Ned Lamont in November 2023. As Deputy Commissioner\, Emma provides leadership for the three bureaus within DEEP’s EQ Branch – Air Management\, Water Protection and Land Reuse (WPLR)\, and Materials Management and Compliance Assurance (MMCA). \nEmma joined DEEP from the office of U.S. Senator Chris Murphy\, where she led the Senator’s work on energy\, environment\, transportation\, and infrastructure policy\, including work on the Bipartisan Infrastructure Law and the Inflation Reduction Act. Prior to the Senate\, Emma worked as a Senior Policy Analyst on the Energy and Environmental Policy team at the National Governor’s Association. She began her state service working for former Connecticut Governor Dan Malloy\, serving as a Director of Government Affairs and leading on energy and environmental work. Emma also served as a Peace Corps Volunteer from 2009-2011\, during which she taught English in Northern Samar\, Philippines. \nEmma holds a bachelor’s degree from the University of Connecticut and a master’s degree from the Harvard Kennedy School of Government. In this role she is responsible leading the strategic direction\, operations\, and financial oversight required to deliver transitions services under the Share Purchase and Transition Services Agreements (~140 contracts) related to National Grid’s divestiture of its RI business. She is also the principal architect of New England’s first-ever Strategic Workforce Development Initiative and Clean Energy Academies\, intended to build a sustainable\, systematic pipeline of diverse talent so that our New England workforce\, over the long-haul\, reflects the communities that we serve. \nAmanda\, has held a number leadership positions at National Grid with increasing responsibilities\, including in Legal\, FERC Strategy and Performance\, Business Planning and Performance\, Gas Capital Delivery – Complex Projects\, Strategic Planning\, Risk Management\, and Corporate and Regulatory Compliance. She is a second-generation entrepreneur with over 30 years metal recycling experience in the public and private sectors. \nIn her current role as CEO\, she has focused on structured and sustainable growth with a commitment to working towards a net neutral environmental impact. \nRecently\, HW Green was awarded The Central CT Chamber of Commerce Community Business Award for 2024 and named one of the Hartford Business Journal’s Family Business Award Winners for 2024. \nHer commitment to the metal recycling industry and the communities in which she lives and works goes beyond the day-to-day operation of her companies. She currently serves on the Recycled Materials Association (ReMA) New England Chapter board as Secretary and was recently appointed as the Vice Chair of ReMA Communications Committee. In 2022\, she became the state’s first woman and first openly LGBTQ person elected to the position. \nIn her first year as Governor\, Healey has already delivered on key promises to help Massachusetts become a leader in clean energy\, a more affordable and equitable place to live\, and a great place for businesses to operate. \nOn her first day in office\, Governor Healey appointed the nation’s first cabinet-level Climate Chief and created the Office of Climate Innovation & Resilience to coordinate policies across all of state government to address the climate crisis. Governor Healey has also prioritized education and workforce development by making free school meals for K-12 students permanent and creating a free community college program for residents ages 25 and older. She has made historic investments in apprenticeships and other career pathways. Governor Healey also delivered on her promise to make Massachusetts more affordable by cutting taxes for the first time in 20 years\, including creating the most generous Child and Family Tax Credit in the county. Her tax cuts package puts money back into the pockets of families\, renters\, seniors and others who are struggling to keep up with the rising cost of living. She also recently introduced the $4 billion Affordable Homes Act\, which would be the state’s largest housing investment in history\, to create tens of thousands of homes and lower costs. \nHealey previously served two terms as Massachusetts Attorney General\, first elected in 2014 and re-elected in 2018. In her role as the People’s Lawyer\, she took on difficult issues impacting Massachusetts residents\, including the opioid epidemic\, the climate crisis\, escalating health care costs\, and student loan debt. Earlier in her career\, Healey was a litigation partner at an international law firm. \nHealey grew up the oldest of five siblings in an old New England farmhouse. She and her siblings were raised by their mother\, Tracy\, who worked as a nurse at the local elementary school. Her stepfather\, Edward\, who later joined the family\, was a teacher and local union president. He coached her high school basketball team and instilled a lifelong love of the sport. Healey attended Harvard College\, where she captained the basketball team\, and then spent two years as a 5’4” starting point guard on a professional basketball team in Austria. \nFor much of her career\, she’s been the only woman in the room and has taken every opportunity to elevate other women. She has excelled at mastering the details of the technical and financial aspects of utilities. Lissette is able to communicate with colleagues skillfully and thoughtfully at all levels of the business as well as\, customers and stakeholders from a broad range of communities in Connecticut and beyond. \nLissette has taken the time not only to understand the particular position she holds\, but to understand all areas of the company and who the subject-matter experts are. As a result\, when situations occur or problems arise that Lissette or one of her colleagues may not be able to address themselves\, she knows who to contact to make progress. Moreover\, when that contact is made\, the person receiving the outreach is willing to take the time to help because Lissette has consistently treated them with respect\, no matter where they are in the organization\, and taken the time to establish and nurture her relationship with them. \nLissette has experienced the business from many perspectives and acquired expertise in numerous areas including: \n\nRegulatory relations\,\nCommunity relations\,\nStrategic partnerships\,\nInternal communications\,\nCommunications and outreach\,\nCorporate philanthropy\,\nCommunity engagement\, and\nBusiness and economic development.\n\nIn her most recent role as Director\, Equity and Environmental Justice\, Lisette is responsible for ensuring that Equity is at the core of Eversource’s business decisions. Lissette currently engages with leaders throughout the company to ensure all employees understand how every decision will be viewed through the equity lens. \nLissette not only a consistent\, top-notch performer in her “Blue Sky” role\, she has also been a critical asset to Eversource in her role as Chief Regulatory Officer during weather events. When activated\, Lissette excels in mobilizing the regulatory branch and notifying state agencies and regulators on event preparedness efforts. The Christmas of 2022 Storm was just one of dozens of examples of Lissette stepping up and proactively working hard internally and with stakeholders to collect info\, to get it to appropriate parties and solve problems efficiently and effectively. Working with Emergency Preparedness\, Lissette has increased the organizations interaction with state agencies and provides concierge service on escalated inquiries. Through the enhanced outreach\, the company’s regulator\, the Public Utility Regulatory Authority\, in addition to the Department of Emergency Management and Homeland Security and the Department of Transportation and other state agencies\, municipalities and other stakeholders in Connecticut have trust and confidence in the information Lissette shares with a greater understanding of the cause and steps to deliver a positive resolution. Lissette always finds each interaction as an opportunity to educate on the issue and listen to any feedback to build the relationship. \nLissette’s efforts for the company and as an ambassador for all of us in the energy space do not end at the office door or at the end of the day. This includes coordinating DOER’s applications for federal energy and infrastructure funding\, supporting the Interagency Offshore Wind Council\, and developing new policies and programs. Gov. Bysiewicz’s Bio		\n	\n	\n		Sworn in on January 9\, 2019\, Susan Bysiewicz is serving her first term as Connecticut’s 109th Lieutenant Governor. Lt. Gov. Bysiewicz’s and Gov. Ned Lamont’s ﬁrst priority is to grow good-paying jobs and investing in the state’s future. \nLt. Gov. Bysiewicz is continuing her commitment to economic growth that made her a leading voice for Connecticut residents and small businesses while she served as Secretary of the State from 1999 to 2011. As Secretary of the State\, she helped thousands of businesses grow\, registered thousands of voters\, cut bureaucratic red tape\, honored veterans\, and fought to keep elections fair. \nAs a state representative in the Connecticut General Assembly\, representing the towns of Middletown\, Middlefield\, and Durham\, Bysiewicz wrote legislation to ban dangerous “drive-through” mastectomies and ensure that women being treated for breast cancer had proper care. She also fought political patronage and wrote the law to ban lobbyists from giving gifts to legislators. \nAs a business lawyer and a job creator\, she has helped over sixty companies access millions of dollars in capital\, expand their businesses\, and create thousands of jobs in Connecticut. \nLt. Gov. Bysiewicz was raised the proud granddaughter of immigrants who came to Connecticut from Poland and Greece with nothing but hopes for a better future. After many years of factory work\, they saved enough to buy a farm in Middletown that became Bysiewicz’s childhood home. Growing up and working on the farm\, she and her siblings learned the values of hard work\, education\, and persistence. \nLt. Gov. Bysiewicz graduated from Middletown High School\, Yale University and Duke Law School. She is the author of Ella: A Biography of Ella Grasso\, Connecticut’s 83rd governor. She most recently served as the Assistant Executive Director of GreenRoots\, a community-based organization dedicated to improving and enhancing the urban environment and public health in Chelsea. The city has some of the worst air pollution in the state\, predisposing residents to higher rates of cardiovascular disease and respiratory ailments\, including some of the highest rates of COVID-19 of any Massachusetts community. Power oversaw GreenRoots’ environmental justice campaigns and supported the work of the organizing team. She was appointed by President Biden to serve on the newly established White House Environmental Justice Advisory Council. She holds an undergraduate degree in sociology from Augsburg University\, a Master of Public Policy from Tufts University\, and a Certificate in Non-Profit Management and Leadership from the Institute for Nonprofit Practice. \n	\n\n	\n\n\n\n			\n	\n		\n		\n			\n		\n	\n	\n\n\n\n	\n	Doria Brown\nEnergy Manager\nCity of Nashua – Sustainability \n\n	\n\n\n	\n\n\n			\n						Doria's Bio		\n	\n	\n		Doria is the first ever Energy Manager for the City of Nashua. She is an emerging energy professional bringing seven years of experience to the community she serves. Doria specializes in Energy Portfolio Management\, Renewable Energy Project Management\, and Greenhouse Gas Accounting. Doria has a Bachelor of Science from Franklin Pierce University in Environmental Science with a concentration in Chemistry and Hydrology. She is a strong believer in climate change and that it is the responsibility of all generations to act now so that we will not be regretful later. When she is not working in the City\, Doria enjoys making short form video content on her Earth Stewardess Platform\, tending to her indoor vegetable garden\, and binging Netflix. \n	\n\n	\n\n\n\n			\n	\n		\n		\n			\n		\n	\n	\n\n\n\n	\n	Nikki Bruno\nVice President\, Clean Technologies\nEversource \n\n	\n\n\n	\n\n\n			\n						Nikki's Bio		\n	\n	\n		Nikki is the Vice President of Clean Technologies in Eversource’s gas business unit. She is responsible for advancing clean technologies within the Eversource gas business portfolio to help achieve Eversource’s commitment to carbon neutrality by 2030\, as well as supporting required statewide emissions reductions in Connecticut and Massachusetts. \nAs part of her role\, Nikki evaluates the feasibility of clean technologies\, such as renewable natural gas\, geothermal energy\, methane reduction and hydrogen\, and manages the development and execution of projects incorporating those clean technologies. She plays a lead role in policy efforts regarding the future of natural gas and other strategic initiatives that help Eversource provide safe\, reliable\, and clean energy to meet its customers’ needs. In addition\, Nikki oversees marketing\, customer connections\, and major account management across Eversource’s gas business\, which includes traditional and clean technology offerings. Prior to this role\, Nikki was Eversource’s Director of Clean Technologies. \nBefore joining Eversource\, Nikki was a Project Director of Business Development for Enbridge. She was responsible for the development of new natural gas transmission ventures\, services\, and related energy projects in the Northeast region. She also managed the Enbridge commercial relationship with National Grid. Earlier in her career\, Nikki held environmental permitting positions of increasing responsibility with Enbridge’s predecessor company\, Spectra Energy\, and worked as an environmental consultant specializing in ecological and health risk assessments. \nNikki holds a Bachelor of Science degree in Environmental Science from Trinity College and a Master of Business Administration degree from the F.W. Olin School of Business at Babson College. \n	\n\n	\n\n\n\n			\n	\n		\n		\n			\n		\n	\n	\n\n\n\n	\n	Sarah Haggerty\nConservation Biologist and GIS Manager\nMaine Audubon \n\n	\n\n\n	\n\n\n			\n						Sarah's Bio		\n	\n	\n		Sarah Haggerty is a Conservation Biologist/GIS Manager for Maine Audubon where she works on a variety of different projects. These include projects associated with aquatic and terrestrial habitat connectivity\, insect population declines\, policy review and advocacy\, and most frequently these days – projects associated with renewable energy. As the lead author on Maine Audubon’s 2019 publication\, Renewable Energy and Wildlife in Maine\, she had an opportunity to dive into the literature to help the public understand the potential impacts to wildlife and their habitats from the siting\, construction\, and operations of renewable energy infrastructure as well as impact avoidance techniques. She also oversaw the development of Maine Audubon’s Renewable Energy Siting Tool which aims to provide resources developers and decision-makers the information they need to locate solar and land-based wind projects in areas that avoid or minimize negative impacts to important wildlife habitats. She was a member of the state’s Environment and Wildlife Working Group for the Maine Offshore Wind Initiative and currently sits on the Advisory Board for the Maine Offshore Wind Research Consortium. She has a Bachelor of Arts degree from Bowdoin College with a major in biology\, and a Master of Science degree in Wildlife and Fisheries Conservation from the University of Maine in Amherst. Prior to joining Maine Audubon\, she worked for 10 years at the Massachusetts Natural Heritage and Endangered Species Program where she worked as a regulator for two years and a landscape-scale project manager for many more. \n	\n\n	\n\n\n\n			\n	\n		\n		\n			\n		\n	\n	\n\n\n\n	\n	Rachel Pachter\nChief Development Officer\nVineyard Wind & Vineyard Offshore \n\n	\n\n\n	\n\n\n			\n						Rachel's Bio		\n	\n	\n		Rachel Pachter has over twenty years of experience in U.S. offshore wind development. Rachel leads Vineyard Offshore’s team conducting early-stage activities including technical development\, permitting\, environmental activities\, and community engagement. Rachel led and finalized the approval of the first two offshore wind farms in federal waters of the United States\, including Vineyard Wind 1\, which is now under construction. Rachel navigates the projects she works on through complex regulatory paths at the federal\, state\, and local levels. She engages with critical stakeholder groups to reach agreements essential to the success of the project and the local host communities. Rachel is consistently ranked in global lists of wind energy leaders. Prior to her election in 2018\, Maria led Advanced Energy Economy’s Wholesale Markets Program\, including engagement at FERC and the regional transmission organizations. \nPreviously\, she focused on regulatory issues relating to energy and air\, including a 27-state campaign with Governors’ offices\, legislatures\, and energy and environmental regulators. She also managed AEE’s report development and data-driven analysis at both the state and national level. She worked for Navigant Consulting in the renewable energy practice\, supporting the Commonwealth of Massachusetts in analyzing and procuring contractors for statewide renewable energy and energy efficiency projects. \nMaria is a proud lifetime Girl Scout. As the Deputy\, Tracy currently oversees nearly 350 employees including managers\, engineers\, attorneys\, analysts and scientists working across three Bureaus (Air\, Materials Management and Compliance Assurance\, and Water Protection and Land Reuse). Collectively\, these three Bureaus are charged with protecting and enhancing Connecticut’s air\, water and land. Tracy manages a diverse set of environmental quality programs which include environmental monitoring\, permitting\, enforcement\, and the clean-up of contaminated sites. \nTracy has also served in several environmental positions within the Department of Energy and Environmental Protection (DEEP) including serving as the Bureau Chief for both the Air Management Bureau\, and the Bureau of Energy and Technology Policy. \nPrior to state service Tracy worked on the federal level for the Environmental Crimes Section of the U.S. Department of Justice in Washington\, D.C. She received her law degree from Quinnipiac College School of Law and her B.A. from Providence College. She is a highly sought-after collaborator and co-conspirator in the clean technology space. Most recently she hails from the utility sector in safety and compliance. In 2022 she took on an additional role at Dearborn STEM Academy in Boston\, Massachusetts as a teacher to 11th and 12th graders – delivering a curriculum for engineering with energy in mind. Previously she held various roles in higher education\, including enrollment services project manager and in global transportation as the Director of Affiliate Relations. She is the former president of the Greater Boston chapter of the American Association of Blacks in Energy. Serving as the first African American board member of the New England Women in Energy and Environment\, she has been devoted to elevating and engaging women and people of color in the energy space. As a Georgia Gwinnett College Alumni Association board member and a committee member for Browning the Green Space\, she has been engaged in the nonprofit and higher education space as a strong advocate for elevating minorities in the energy transition. Morissette’s passion for bringing young people into the clean energy industry has also been supported with her work with Girls Inc and WriteBoston. Gov. Bysiewicz’s Bio		\n	\n	\n		Sworn in on January 9\, 2019\, Susan Bysiewicz is serving her first term as Connecticut’s 109th Lieutenant Governor. Lt. Gov. Bysiewicz’s and Gov. Ned Lamont’s ﬁrst priority is to grow good-paying jobs and investing in the state’s future. \nLt. Gov. Bysiewicz is continuing her commitment to economic growth that made her a leading voice for Connecticut residents and small businesses while she served as Secretary of the State from 1999 to 2011. As Secretary of the State\, she helped thousands of businesses grow\, registered thousands of voters\, cut bureaucratic red tape\, honored veterans\, and fought to keep elections fair. \nAs a state representative in the Connecticut General Assembly\, representing the towns of Middletown\, Middlefield\, and Durham\, Bysiewicz wrote legislation to ban dangerous “drive-through” mastectomies and ensure that women being treated for breast cancer had proper care. She also fought political patronage and wrote the law to ban lobbyists from giving gifts to legislators. \nAs a business lawyer and a job creator\, she has helped over sixty companies access millions of dollars in capital\, expand their businesses\, and create thousands of jobs in Connecticut. \nLt. Gov. Bysiewicz was raised the proud granddaughter of immigrants who came to Connecticut from Poland and Greece with nothing but hopes for a better future. After many years of factory work\, they saved enough to buy a farm in Middletown that became Bysiewicz’s childhood home. Growing up and working on the farm\, she and her siblings learned the values of hard work\, education\, and persistence. \nLt. Gov. Included in her scope is delivering against JLL’s net-zero carbon target of reducing scope 3 emissions from the properties that it manages on behalf of clients. She serves as the company’s representative on the World Green Building Council’s Corporate Advisory Board. Cynthia also collaborates with the Investor Relations team to ensure its investors have a more complete understanding of JLL’s competencies\, goals and impacts through outreach and disclosure. Inclusive Prosperity Capital operates at the intersection of community development\, clean energy finance\, and climate impact using a collection of products and strategies and an ecosystem approach to matching capital with projects through local partners. Ms. O’Neill serves as the current Chair of EPA’s Environmental Financial Advisory Board. Prior to joining IPC\, Ms. O’Neill led the residential energy financing programs and low-income initiatives at the Connecticut Green Bank\, a state entity that works with private-sector investors to create low-cost\, long-term sustainable financing for clean energy to maximize the use of public funds. Her work at IPC and the Connecticut Green Bank has given her keen insight into the institutional challenges – and opportunities – associated with clean energy investing for underserved communities. As Director\, Elin leads a growing OPP team that provides direct outreach and education to the public to facilitate greater understanding of Commission processes and support broader participation in matters before the Commission. She is responsible for overseeing all general operations including the electricity and natural gas programs\, human resources\, finance\, and administration\, as well as leading the new product area of sustainability advisory. Meg is entrusted with the relationships of PowerOptions’ largest non-profit\, municipality\, and state agency Members who depend on her for their overall energy planning and procurement. She is also responsible for PowerOptions significant expansion into Rhode Island and Connecticut. \nPrior to joining PowerOptions\, Meg served as Acting Commissioner at the Massachusetts Department of Energy Resources (DOER)\, overseeing the development and implementation of state energy policies and programs related to energy efficiency\, renewable energy\, and energy markets. During her tenure as Commissioner\, she served as the Administration’s lead on a study addressing the natural gas pipeline capacity serving Massachusetts. Prior to becoming the Commissioner\, Meg was the initial architect\, implementer\, and eventual leader of DOER’s Green Communities Division\, a first-in-the-nation program serving Massachusetts municipalities on all their energy issues\, helping them to save energy and reduce costs. Her efforts included developing and launching the landmark Green Communities Designation and Grant program. In addition\, as Division Director\, she oversaw the deployment of more than $60M in American Recovery and Reinvestment Act funding to more than 300 clean energy projects across Massachusetts. \nMeg’s 30-plus-year career has been built on a vision of what is possible and an understanding of how to make it happen. Governor Ned Lamont nominated Gillett to begin serving on the three member regulatory authority on April 26\, 2019\, and her appointment was confirmed by both the House of Representatives and State Senate in the 2019 session of the Connecticut General Assembly. \nGillett serves as one of Connecticut’s representatives on the Board of Directors of the Regional Greenhouse Gas Initiative\, Inc. (RGGI). \nPrior to her appointment\, Gillett was the Vice President of External Relations for the Energy Storage Association – the national trade association representing the energy storage industry. In that role\, Gillett served on the association’s executive team\, contributing to the organization’s overall strategic vision and direction\, as well as providing leadership of the research\, educational programming and events\, marketing\, and communications teams. \nFrom 2011 to 2018\, Gillett worked at the Maryland Public Service Commission\, an independent agency within the Maryland state government that regulates public utilities\, where she most recently served as the senior advisor to the chairman. Her duties included a number of matters on energy issues in the state\, such as advising the agency’s chairman and other commissioners on technical\, legal and policy matters related to offshore wind procurement\, statewide energy efficiency programs\, advanced metering infrastructure\, grid reliability issues and electric vehicles. In her current role\, she serves as a project manager and manages the eight mechanical and electrical engineers within her team. Keirstan worked as an engineer and project manager for a utility company before coming to Petersen. Since joining Petersen\, she has worked on a wide variety of projects\, including assisted living\, multifamily\, mixed-use commercial/residential (including commercial kitchen work)\, institutional projects\, and tenant fit-outs. Baker was mostly recently a professor of law\, public policy\, and urban affairs at Northeastern University. She was the co-founder and co-director of the Initiative for Energy Justice\, which provides technical law and policy support to communities on the front lines of climate change. Baker served as an Air Force officer prior to her honorable discharge pursuant to the then existing “Don’t Ask\, Don’t Tell” policy\, and became a vocal advocate for repeal of the policy. As Director and later Assistant Secretary\, Theoharides guided the development and implementation of the Administration’s efforts to safeguard Massachusetts from the impacts of climate change\, support cities and towns\, and coordinate efforts across state government to reduce emissions and adapt to the impacts of climate change. She worked to implement Executive Order 569\, led the development of the State Hazard Mitigation and Climate Adaptation Plan and created the Municipal Vulnerability Preparedness program\, working to grow the program to reach 50 percent of cities and towns in the Commonwealth in less than 3 years. Theoharides was promoted to Undersecretary in 2019\, and continued to lead the Commonwealth’s efforts on climate change\, including working to strengthen regional and national coalitions focused on bipartisan state climate leadership including the United States Climate Alliance and the Transportation Climate Initiative. \nTrained as a field biologist\, Theoharides began her policy career working in Washington\, D.C. at the National Sustainable Agriculture Coalition and Defenders of Wildlife. During her time in DC\, Theoharides worked on the federal farm bill and conservation policy\, and helped establish a national program that partnered with federal and state agencies to incorporate climate change adaptation into policy\, budgets\, and planning. After returning to Massachusetts\, Theoharides served as the Executive Director of the Hilltown Land Trust\, and founded Theoharides Consulting which provided climate and environmental policy analysis\, strategic planning\, and facilitation to universities\, government agencies and non-profits. \nTheoharides received a B.A. in Ecology and Evolutionary Biology from Dartmouth College and Masters of Science in Ecology and Environmental Biology from University of Massachusetts-Boston. The Bureau is responsible for implementing a variety of programs to achieve clean air and assure radiation safety across Connecticut. Previously\, Tracy served as the Bureau Chief for Energy and Technology Policy where she worked on comprehensive energy and climate change planning\, integrated resource planning\, advancing the deployment of both grid-scale and distributed resources. Rubenstein Fellow\nMetropolitan Policy Program\, Brookings \n\n	\n\n\n	\n\n\n			\n						Read Annelies' Bio		\n	\n	\n		Annelies Goger\, Ph.D. is an economic geographer focused on developing innovative policy solutions to address rising inequality and increase access to economic opportunity. Dr. Goger’s recent work investigates how the COVID-19 pandemic has affected the hospitality industry in the U.S.\, how to fix the unemployment insurance safety net\, and how to increase access to quality jobs and investments in talent to foster ongoing learning and innovation. She is an expert in U.S. workforce development policy\, global supply chains\, and inclusive economic development. Dr. Goger’s work has been prominently featured in CNN\, NPR\, Washington Monthly\, the Hill\, and a number of local outlets and podcasts. \nDr. Goger’s work has challenged the dominant “skills gap” narrative\, arguing that building stronger education and labor market institutions and making long-term investments in talent development are the key to unleashing regional innovation and addressing racial and gender inequities in the labor market. Her vision is to build an education and training ecosystem with multiple paths to a quality job that is designed around the needs of a diverse set of learners\, workers\, and employers. Dr. Goger has outlined state policy frameworks to scale earn-and-learn opportunities such as apprenticeship and other forms of employer-based training. \nDr. Goger’s current research focuses on digital transformation in labor and education data systems\, the employer role in talent development\, state credentialing policies that recognize diverse forms of learning\, and closing the opportunity gap for displaced hospitality workers and returning citizens. She is a member of the Better Employment and Training Strategies task force\, a coalition of more than 40 workforce experts and practitioners that focuses on modernizing America’s outdated and inequitable workforce policies. \nBefore coming to Brookings\, Dr. Goger spent more than 10 years conducting field research to evaluate American workforce development and food security programs at Social Policy Research Associates and IMPAQ International. Her doctoral research focused on the links between global supply chains\, ethical trade initiatives\, production processes\, and inclusive growth. Dr. Goger was a Fulbright scholar in Sri Lanka and Social Science Research Council Fellow.
