MEPA Update with Tori Kim, MEPA Director

Amended Massachusetts Environmental Policy Act (MEPA) regulations were promulgated on December 24, 2021, to bring the regulations into alignment with state policy and planning efforts with regard to environmental justice, climate adaptation and resiliency, and greenhouse gas mitigation. MEPA has also issued an amended Environmental Notification Form, an Interim Protocol on Climate Change Adaptation and Resiliency, an Interim Protocol for Analysis of Project Impact on Environmental Justice Populations, and a Public Involvement Protocol for Environmental Justice Populations.

Tori Kim is Assistant Secretary and Director of the Massachusetts Environmental Policy Act Office within the Executive Office of Energy and Environmental Affairs (EEA). Tori previously served as EEA’s General Counsel for two and a half years. Before her time at EEA, Tori worked for the Baker-Polito Administration as Deputy General Counsel in the Executive Office for Administration and Finance. Prior to her time in the Administration, Tori served as Assistant Attorney General in the Massachusetts Attorney General’s Office and as Associate/Counsel in the Litigation Department at Wilmer Cutler Pickering Hale and Dorr in New York and Boston.
