NECA’s Lessons learned from Texas

Lessons learned from Texas: what can we do to better weather the extreme weather?

1:00 to 2:30 pm (Panel discussion from 1 to 2 and “hang around the podium” from 2 to 2:30)

Topics for discussion:

  1. Is there a wholesale power market design – energy-only with scarcity or energy plus capacity or centrally planned markets – that can more effectively manage the challenges posed by unexpected events  and weather-driven  extreme episodes on the electricity system?
  2. What aspects of market design– incentives or requirements – could improve resilience of the electricity market?
  3. Do we need to reform planning to align with market changes and such extreme weather events?
  4. Finally, are we at a  cross-roads with respect to the interplay of wholesale and retail market design?

Peter Cramton, Professor of Economics, University of Cologne and the University of Maryland (Emeritus since 2018), (and former Director of the Board of ERCOT)
