Lessons learned from Texas: what can we do to better weather the extreme weather?
1:00 to 2:30 pm (Panel discussion from 1 to 2 and “hang around the podium” from 2 to 2:30)
Topics for discussion:
- Is there a wholesale power market design – energy-only with scarcity or energy plus capacity or centrally planned markets – that can more effectively manage the challenges posed by unexpected events and weather-driven extreme episodes on the electricity system?
- What aspects of market design– incentives or requirements – could improve resilience of the electricity market?
- Do we need to reform planning to align with market changes and such extreme weather events?
- Finally, are we at a cross-roads with respect to the interplay of wholesale and retail market design?
