The city has some of the worst air pollution in the state\, predisposing residents to higher rates of cardiovascular disease and respiratory ailments\, including some of the highest rates of COVID-19 of any Massachusetts community. Power oversaw GreenRoots’ environmental justice campaigns and supported the work of the organizing team. She was appointed by President Biden to serve on the newly established White House Environmental Justice Advisory Council. She plays a lead role in policy efforts regarding the future of natural gas and other strategic initiatives that help Eversource provide safe\, reliable\, and clean energy to meet its customers’ needs. In addition\, Nikki oversees marketing\, customer connections\, and major account management across Eversource’s gas business\, which includes traditional and clean technology offerings. Prior to this role\, Nikki was Eversource’s Director of Clean Technologies. \nBefore joining Eversource\, Nikki was a Project Director of Business Development for Enbridge. She was responsible for the development of new natural gas transmission ventures\, services\, and related energy projects in the Northeast region. She also managed the Enbridge commercial relationship with National Grid. Earlier in her career\, Nikki held environmental permitting positions of increasing responsibility with Enbridge’s predecessor company\, Spectra Energy\, and worked as an environmental consultant specializing in ecological and health risk assessments. \nNikki holds a Bachelor of Science degree in Environmental Science from Trinity College and a Master of Business Administration degree from the F.W. As the lead author on Maine Audubon’s 2019 publication\, Renewable Energy and Wildlife in Maine\, she had an opportunity to dive into the literature to help the public understand the potential impacts to wildlife and their habitats from the siting\, construction\, and operations of renewable energy infrastructure as well as impact avoidance techniques. She also oversaw the development of Maine Audubon’s Renewable Energy Siting Tool which aims to provide resources developers and decision-makers the information they need to locate solar and land-based wind projects in areas that avoid or minimize negative impacts to important wildlife habitats. She was a member of the state’s Environment and Wildlife Working Group for the Maine Offshore Wind Initiative and currently sits on the Advisory Board for the Maine Offshore Wind Research Consortium. She has a Bachelor of Arts degree from Bowdoin College with a major in biology\, and a Master of Science degree in Wildlife and Fisheries Conservation from the University of Maine in Amherst. SUMMARY:EBC: Sticker Shock: Why Water & Wastewater Project Costs Rise Over Time – and What to Do About It
DESCRIPTION:Water and wastewater infrastructure across the country is aging rapidly\, with the need for repairs and upgrades far outpacing the pace of implementation. In the 1970’s\, understanding the need for a nationwide investment in infrastructure\, the federal government subsidized the construction of new water and wastewater infrastructure. That infrastructure has now reached its  end-of-useful life and repairs and upgrades are necessary\, but communities face that cost without federal support. Beyond that significant challenge\, communities in New England also continue to struggle with upgrading centuries old wastewater infrastructure like combined sewers that contribute to water quality issues in receiving waters during rainfall events that trigger combined sewer overflows (CSOs).  Add to that increased regulatory demand of stormwater permitting\, stricter pollutant limits on nutrients\, and the great regulatory unknown of emerging contaminants like PFAS and you suddenly have communities and districts facing billions of dollars and a long-term capital crisis. \nWhile funding programs exist\, securing adequate funding remains one of the greatest challenges facing utilities and municipalities today. Compounding this challenge is the fact that funding decisions are often based on early-stage\, conceptual engineering cost estimates. As projects move through design\, costs frequently escalate—sometimes dramatically—due to market conditions\, contractor availability\, evolving project scopes\, regulatory requirements\, and design refinements. These increases strain project budgets and erode confidence between engineers and their clients\, as well as between utilities and the communities they serve. \nThis EBC Water Resources Committee webinar will explore the many infrastructure and regulatory demands facing communities as well as the drivers of cost escalation during the design process\, including inflation and price volatility\, construction market constraints\, design changes\, and scope additions. While price escalation cannot always be avoided\, engineers and project teams can take proactive steps to better anticipate and communicate these changes. \nAttendees will learn strategies for improving cost transparency\, setting realistic expectations\, and strengthening trust throughout the design and funding process\, helping mitigate the impacts of escalating project costs and maintain confidence among all stakeholders. \nGeneral Continuing Education Certificates are awarded by the EBC for this program (2.0 training contact hours).
